U.S FEMA to improve disaster relief program to speed help for disaster victims

FEMA to overhaul its disaster aid system after decades of criticism

...

The agency announced on Friday that it will fundamentally overhaul the way it delivers aid to survivors, launching new programs to provide quick cash payments to those in need and eliminating much of the bureaucracy that hampers aid access.

“This is really a transformational, deeply impactful, meaningful, and historic change in our provision of individual assistance to survivors of natural disasters,” said Alejandro Mayorkas, the secretary of the Department of Homeland Security, which oversees FEMA. “For too long, in the face of too many natural disasters and extreme weather events, survivors have had to overcome many barriers to access to federal assistance.”

Hurricane Building Damage - Panama City Community Development #2

This interactive map provides information on the current state of some properties in the Glenwood, Millville, and St. Andrews communities of Panama City. This information was gathered using a FULCRUM app created by Jan Booher, and used in the alpha field test with our partner Janice Lucas, the Executive Director of LEAD Coalition of Bay County. Additional data was collected by Gulf Coast State College student Jessica Jackson. Because we will be working with churches in these communities, the properties mapped are clustered near the churches.

This is an interactive crowdsourced property condition map for 3 communities in Panama City: Glenwood, Millville and St. Andrews. Pop-ups include the Address, the 2019 Working Value, 2019 Market (Just) Value, Property Use Code, Acreage, and photos.

https://arcg.is/015nii

For Damage Reports - Menu item 5 is the Disaster Assessment map.  When the map opens, another menu appears.
Choose DR 748-19 for Florida only.  You can then scroll in to see information for each county.

The numbers on the sides of the map show the total number of damaged homes on the screen in each category.  Due to a change in the DA system, you must add the columns on the right and left together for the totals.

‘It’s Pure Hell’: Hurricane Michael Leaves Housing Crisis

Diahnn "Shelly" Summers, right, embraces Lori Hogan, who is currently living in a tent in Summers' backyard months after Hurricane Michael hit in Youngstown, Fla, Wednesday, Jan. 23, 2019. "This is the first time I've felt comfortable since the hurricane," said Hogan. "This is home for me and I love it." A small village has popped up in Summers' backyard outside Panama City: Where there once was an empty grassy space, tents now form a circle around a fir tree with Christmas lights. The tents are currently home for local residents who are still homeless months after Hurricane Michael screamed ashore with 155-mph winds, flattening, blowing away or rendering uninhabitable thousands of houses. . . . Of all the Florida Panhandle areas affected by Michael, Bay County was hardest hit: Officials said almost three-quarters of its 68,000 households were affected. Former Florida House Speaker Allan Bense, who is leading a hurricane recovery initiative, estimated about 20,000 people were homeless in the weeks after the October storm.
